Two Interstate 75 exits, a mall campus, a university and two archives sit inside one small Clayton County city.

Morrow is built around two Interstate 75 interchanges. Exit 233 is SR 54 — Jonesboro Road; Exit 231 is Mount Zion Boulevard. SR 54 passes Southlake Mall on its way to that interchange, which puts shopping traffic, freeway traffic and local traffic onto the same stretch of road.

A retail campus that has been rebuilt around itself

Southlake Mall runs to roughly 1,010,000 square feet, and Macy’s has been its only anchor since Sears closed in September 2018. The empty boxes did not stay empty. The former Macy’s — originally a Davison’s — became the Morrow Center, and the old Sears became The Arena at Southlake, an events centre run by Clayton County Public Schools.

That history matters in a premises liability claim for an unglamorous reason. When a property changes hands, changes use, or changes the way people walk through it, the question of who was responsible for a particular walkway, stairwell or parking area on a particular date stops being obvious. Establishing who controlled the space is often the first real fight, and it is fought with leases and maintenance records rather than with photographs of the injury.

A city people arrive at from somewhere else

Clayton State University’s main campus is in Morrow, and the National Archives at Atlanta and the Georgia Archives both sit on Jonesboro Road. Those are destinations, not neighbourhoods — students, researchers, staff and visitors coming in from outside the county on a given morning.

If you were hurt in Morrow but live elsewhere, or the driver who hit you does, the county your case belongs in is not automatically Clayton.

Georgia law changes. Statutes are amended and courts reinterpret them, so anything stated as law on this page — including any statute cited — may already be out of date. Check the current law, and how it applies to your own facts, before you rely on it.
